I've been thinking about the comuppance thing and just need to work out the right way, but I agree on that. As for the lack of intelligence thing. She actually is intelligent, though the arrogant aquarium researchers didn't think that a fish could be smart at all. Basic arithmetic is as far as they would begrudgingly allow. And she seems dumb, or is meant to seem dumb, in this part not because she is dumb, but because she's panicking and not thinking straight. But she is attracted to shiny objects.
