The Instruction grows

Simply put, the Instruction would be even more powerful than a conventional conversion allowed by the Pantheon because it wouldn't rapidly use up energy like hers does, making increasingly identical and yet 'inferior' clones, it'd rather take the latent energy inherent in all people to follow with these ideals and use it against themselves to change them naturally, creating more powerful, independent and yet similarly minded Teachers who wanted to follow the ideals of education and walk the path of either a courteous, yet obsessively motivated students and school teachers. As they continued to lecture on their 'instruction', others walked by, attracted to the scene rather than repelled and their numbers were refurnished, even with only two Teachers initially arriving.
