Also of note: Lilly did not wish upon the stone and was still surveilled. Lucas *saved the world* and she was still surveilled *and her country was secretly invaded*. Even if we were to treat Jon/Jen as if she were Milosevic, Lucas *did not do anything* to get surveilled, *could not physically give her sword away*, was *innocent on the matter of people being changed* and, more to the point, *Brazil would have the right to treat the covert invasion as an act of WAR*. Basically, even if we assume Lilly can be surveilled that way, Lucas has her rights in Brazil, which is a sovereign country and, in-story, as a country, *also* had its rights violated.
